Translation
11. "On your New Moons, you shall bring an elevation-offering to the L-rd: two young bulls, one ram, and seven yearling lambs, all unblemished. 12. And three-tenths [of an ephah] of fine flour mixed with oil as a meal-offering for each bull, and two-tenths [of an ephah] of fine flour mixed with oil as a meal-offering for the one ram. 13. And one-tenth [of an ephah] of fine flour mixed with oil as a meal-offering for each lamb—a burnt offering, a pleasing fragrance, an offering by fire to the L-rd. 14. And their libations shall be: half a hin of wine for each bull, a third of a hin for the ram, and a quarter of a hin for each lamb. This is the burnt offering for the New Moon, for each New Moon throughout the months of the year. 15. And one goat as a sin offering to the L-rd, in addition to the regular burnt offering, shall be prepared, with its libation".
