Hallel literally means “praise of the Almighty.”
It is a collection of Psalms recited on the Festivals.
The Sages of the Great Assembly (4th century BCE) ordained that Hallel be recited on the Festivals: Pesach, Shavuot, Sukkot, and Shemini Atzeret.
Hallel is not recited on Rosh Hashanah or Yom Kippur, since these are days of awe before the Almighty, and the nature of these days does not correspond to Hallel’s festive mood.
They also did not include Rosh Chodesh among the days on which Hallel is recited, because work is permitted on that day, and thus it is not a Festival in the fullest sense of the word.
During the Talmudic era (4th–5th centuries CE), the custom was established of reciting Hallel on Rosh Chodesh as well. However, to distinguish between the enactment of the Great Assembly and the enactment of the Talmud, Hallel on Rosh Chodesh is recited in abbreviated form.
In addition, Rosh Chodesh is a day resembling Yom Kippur (the Day of Judgment), and therefore the complete Hallel should not be recited on that day. (Levush)
The Shelah HaKadosh says that the New Moon reminds us of the fate of the Jewish people, whose situation in the world is subject to continuous changes, improving and deteriorating, like the moon, which is sometimes not visible at all and at other times brightly illuminates the earth. Therefore, the complete Hallel is not appropriate for Rosh Chodesh, since the moon is concealed on that day.
On the Seventh Day of Pesach and during Chol HaMoed Pesach, the abbreviated form of Hallel is also recited.
The Midrash says that when the Almighty drowned Pharaoh’s army in the Red Sea (which occurred on the seventh day after the Exodus from Egypt), and the angels began singing a hymn praising G-d, the Creator said to them: “My creations are drowning, and you wish to sing a song of praise to Me?”
For this reason, the abbreviated form of Hallel is recited on the seventh day of Pesach. Since the Sages did not want Hallel on Chol HaMoed to be more complete than Hallel on the seventh day of Pesach (which is nevertheless a Festival), they ordained that the abbreviated Hallel be recited on all the days of Chol HaMoed Pesach.
In addition to its original purpose of distinguishing the Festivals, Hallel has a second purpose: it expresses our gratitude to G-d for the miraculous salvation from our enemies that He grants us. Therefore, the Sages ordained that Hallel be recited on Chanukah as well. (Hallel is not recited on Purim because the miracle of Purim took place outside the Land of Israel.)
The special significance of Hallel is emphasized by the establishment of special blessings before and after it.
Hallel is ordinarily recited in the morning, immediately after the Amidah prayer.
If Hallel was not recited in the morning, it may be recited at any time during the day until sunset.
On the first day of Pesach (and, in the Diaspora, also on the second day), many communities recite Hallel not only in the morning but also the previous evening, after the evening Festival prayer.
“Hallel Shalem” (the complete Hallel with blessings) is recited:
In Israel:
On the first day of Pesach, on Shavuot, on all seven days of Sukkot, on Shemini Atzeret, and throughout the eight days of Chanukah.
In the Diaspora:
On the first two days of Pesach, the two days of Shavuot, all seven days of Sukkot, the two days of Shemini Atzeret, and throughout the eight days of Chanukah.
“Hallel B’dilug” (the abbreviated form of Hallel without blessings) is recited on Rosh Chodesh (the New Moon), Chol HaMoed (the intermediate days of the Festival of Pesach), and the final day of Pesach.
On the days when Hallel Shalem (the complete Hallel) is recited, the following blessing is said:
