Rav Eliyahu-Yosef Rivlin of Drybin was a great Torah scholar among the chassidim of the Mitteler Rebbe and the Tzemach Tzedek. He was born in 5565 (1805) in the town of Ilya in Belarus.
He first served as rabbi in the town of Drybin (Mogilev region), and afterward moved to the city of Polotsk, where he served as rabbi and spiritual guide of the chassidic community.
After settling in Jerusalem in 1847, he played a prominent role in the Chabad community. His main work, "Oholei Yosef" ("Tents of Yosef"; 1st ed. — 1868), deals with matters of halacha.
The Tzemach Tzedek once said: "I have two and a half chassidim." One of them was Rav Eliyahu-Yosef.

A Miraculous Recovery
Regarding his journey to the Holy Land, it is told that Rav Eliyahu-Yosef once became gravely ill, and the doctors could not find a cure for him. He then turned to the Tzemach Tzedek for a blessing, who advised him to move to the Holy Land.
The reason was that a similar illness, though found in animals, was described in the Shulchan Aruch, and on this matter Rabbi Yosef Karo and Rabbi Moshe Isserles - the Rema disagreed.
The former ruled that an animal with such an illness is kosher, while the latter ruled that it is not. Since Rabbi Yosef Karo was the halachic authority for the Holy Land - Eretz Yisrael, the law there follows his opinion, and this illness would not be fatal. But according to the Rema (outside the Land of Israel), it is fatal.
Upon traveling to the Holy Land, Rav Eliyahu-Yosef recovered. In Jerusalem, he founded a synagogue named after the Tzemach Tzedek.
It is said that when he came to visit the Rebbe, the Rebbe came out to greet him holding candles.
Rav Eliyahu-Yosef Rivlin passed away on 12 Tammuz 5625 (1865)
May the merit of the tzadik protect Am Yisrael!
